Governança global da UNESCO na educação escolar: uma análise do escopo

Resumo

A Organização das Nações Unidas para a Educação, a Ciência e a Cultura (UNESCO) é um dos atores mais influentes na construção da política de educação escolar. Seu trabalho na criação de padrões educacionais baseados em princípios democráticos e humanistas e na coordenação de políticas públicas globais lhe rendeu o status de bastião moral da humanidade e o reconhecimento vital como especialista em educação nos países do Sul global. Entretanto, embora a UNESCO exiba uma orientação democrática em nível discursivo, também é verdade que sua história foi marcada por uma série de disfunções burocráticas que desafiaram ciclicamente sua liderança global em educação. Nesta revisão da literatura de escopo, mapeamos estudos publicados na última década nos bancos de dados WoS e Scopus para entender como a pesquisa aborda a natureza distinta e contraditória da governança global da UNESCO no setor de educação escolar. Analisamos 33 artigos, reconhecendo suas estruturas teóricas e metodológicas e as políticas da UNESCO que eles exploram para o setor escolar. Também exploramos temas recorrentes que destacam as características de sua governança expostas nas últimas décadas. O artigo conclui com uma avaliação preliminar das tendências de governança da UNESCO. Sugerimos também que se investigue o papel dos escritórios regionais da UNESCO e a relação entre eles e os estados-nação. Por fim, conclamamos os pesquisadores a gerar revisões sistemáticas que abordem questões sobre os mecanismos e instrumentos de política que a UNESCO emprega no setor de educação escolar.

José Miguel Fuentes Salazar: Is a historian and master’s degree in education. Current he is a student in the doctoral program in education at the Pontifical Catholic University of Chile. He is an assistant researcher at Center Teacher Knowledge of the University of Chile.  His research interests include global governance in education, large-scale assessments, and transnational history of the education. Lluís Parcerisa: Holds a Ph.D. in Sociology from the Autonomous University of Barcelona (UAB). Cristobal Villalobos-Dintrans, Professor assistente da Faculdade de Educação, Universidade Católica do Chile

Cristobal Villalobos: Is Assistant Professor in the Faculty of Education at the Pontifical Catholic University of Chile and Deputy Director of Center for Studies to Policies and Practices in Education (CEPPE UC). He holds a PhD in Social Sciences and a master’s degree in applied economics. Aditionally, he hold a Degree in Sociology and Social Work from the Pontifical Catholic University of Chile.
