Comparative review of action protocols to combat absenteeism in Spain

Abstract

School attendance problems refer to the manifestation of any type of behaviour that reflects a refusal to attend school, considering both the negative attitude towards the obligation to attend school and the action of a partial or complete absence from the school day. Although, Spanish legislation supports the protection of minors and confirms that absenteeism is a situation of neglect that requires an action plan, there is no review study available that compares the protocols for dealing with this problem in Spain. The aim of this research is to provide a comparative review of the protocols for action to combat absenteeism in Spain. In this way, 19 protocols for action to prevent and/or reduce truancy were compiled and analysed, obtained from a search on the education websites of the 17 autonomous communities and 2 autonomous cities of Spain. The results revealed that there are differences in the terms and definitions used to catalogue the different types of absenteeism depending on the autonomous community, as well as a disparity in the date of design of the protocols. In contrast, most protocols are designed to achieve full school enrolment and to promote the prevention and control of truancy from an interdisciplinary perspective. The strengths and weaknesses detected in the action protocols are discussed, pointing out the need to join forces in designing an action plan with a common basis for Spain that allows adaptation to the peculiarities of each population, and stressing the need to monitor and evaluate these protocols.

Carolina Gonzálvez, Universidad de Alicante

Professor in the Department of Developmental Psychology and Didactics at the University of Alicante. Her main line of research is school attendance problems. She has published more than 80 articles, of which more than 45 are published in journals with international impact factor (JCR), 5 books, 25 book chapters and more than 100 contributions to conferences. She has been Principal Investigator of two projects funded by Spanish public institutions on the study of school refusal (GRE16-07 and GV/2019/075) and at international level an Erasmus + (SOS-Attendance 2022-1-ES01-KA220-SCH-000088733).
