Conceptions of Regionalization Policies: an Approach to Cases of Higher Education and the System of Science, Technology and Innovation (1996-2007)

Abstract

This research compares in Argentina, regionalization and territorial planning policies designed to organize higher education activities and system science, technology and innovation (1996-2007). The intention is to identify similarities and differences between the systems to know and understand the state action in relation to these trends. From a qualitative design that defines each of the individual systems as representative cases of the same unit of analysis since 2007 to respond to the same ministerial unit: the Ministry of Education's Office. Regionalization policies in higher education is the science, technology and innovation compared with respect to three aspects: the purposes that guided each institutional design, actors and levels of government involved in its definition, and the conditions of context. To analyze data from primary sources and secondary sources are integrated. The results show a certain homogeneity in the processes of decision making focused on public action of the central level of government, and greater heterogeneity by sector in relation to the purposes and institutional dynamics generated actors located at the subnational level government (local and regional).
