In this article, the author tries to show the relationships that are established between fear and constitutional disaffection. First, he analyzes the passage of the risk society to a society of fear, and specifically regarding technological risk, globalization, the radicalization of identities and the role of the Internet. Then he warns how democracy is facing a policy compromised by fear, the emergence of new conflicts and the illiberal responses that already exist. The author also discusses how to confront the fear in terms of security, the constitutional patriotism, and other strategies of containment and promotion. Finally, the author insists on the causes of thear as the causes of constitutional disaffection.
