Parliament, parties and State of autonomies: on the convenience of suppressing the Senate

In the doctrine an agreement generalized exists on the existence of a deficit in the participation of the autonomies in the state decisions. The acceptance of this premise is what in last instance would justify the conversion of the Senate in a territorial chamber. In this article we will question the existence of the above mentioned deficit. First we will see the specific weight that the territorial interests have in the state legislation approved in the Congress. On the other hand, we will try to analyze if a modification of the Senate would obtain a substantial improvement of the participation of the autonomies. We will see as both analyses, individually considered and in his set, it will take us to the same conclusion: the suitable suppression of the Senate.Downloads
