Abstract

After the enforcement of Organic Law 2/1986 of 13 March 1986 on Security Forces and Corps, the self-governing communities that had assumed powers in the area of police coordination began to draw up their laws in this regard. The self-governing communities, fully aware of the territorial distribution and needs of their rural areas, developed the mechanisms of police collaboration and association, focusing mainly on the pooling of local police services, a mechanism that was declared unconstitutional. Subsequently, the state legislator regulated another associative model, which is still in force today. The following pages will analyse the problems derived from the infra-municipalism suffered by rural public administrations; the security situation and its importance in rural areas; the evolution, benefits and deficits of the different models of association and police collaboration. All of this with the aim of drawing up a lege ferenda proposal with the objective of responding to needs related to public safety in rural areas.
