Abstract

The European Parliament and the Council had already adopted, in 2003, a regulation on the foundations and political parties at European scale, as was requested by art. 191T EC. The new regulation aims to fill the gaps of the former text, establishing a High Authority able to keep a record and verify the registration of European foundations and political parties, making them eligible to a financing listed in the general budget of the European Union. The new text, in much detail, should allow better transparency regarding the use of the financial contributions from the European Union. But, at the end of the day, are this new status and this financing sufficient to give life to these European foundations and political parties so as to increase the European citizens’ awareness and wish to express their will, that is to ensure political representation at the level of the European Union, this new political area?.
