The maintenance, custody and use of national flag in Spain are responsibilities of the head of protocol. Those responsibilities are usually included in the regulations of local administrations. These responsibilities must also be analysed in the light of what is included in the deontological code of the profession approved by the General Assembly of the International Organization of Ceremonial and Protocol in 2006.
The public relevance of the activity of the protocol manager requires, to those who perform this profession, the knowledge and application of the regulations related to official symbols. When providing its services in a public administration, its action does not only affect it, but also all those who are related to it, so the proper use and maintenance of the symbols that represent all citizens should be one of the usual and significant attitudes mentioned in the deontological code of the profession.
