Abstract

This study analyzes the implementation of an innovative  Multilevel governance model for long-term care, specifically the Elderly Care Centers (CAM) promoted and managed by
the Lugo Provincial Council, in response to the challenges of rural aging and depopulation. Using a sequential explanatory mixed-methods approach, the effectiveness of the system
is assessed in terms of service provision, socioeconomic impact, and alignment with the Person-Centered Integrated Care (PCIC) paradigm. The results show that the CAMs not
only significantly improve quality-of-life indicators for older adults but also generate positive multiplier effects on sustainable local development. The study reveals institutional
innovations in inter-administrative collaboration and the operationalization of gerontological social policies. However, tensions are identified regarding financial sustainability and longterm adaptability. This research contributes to the theoretical corpus on public policies in contexts of  demographic aging, offering a potentially transferable paradigm to regions facing similar challenges.
