La gestión de la alteración del orden en espacios públicos: un desafío policial

La gestión de los acontecimientos multitudinarios y la gestión de las multitudes constituyen un tema objeto de estudio por los investigadores de los países que nos rodean. Este interés surge a raíz de las movilizaciones que han tenido lugar en los últimos años en diferentes lugares del mundo, principalmente dentro del ámbito europeo y norteamericano. Los gestores policiales buscan nuevas aproximaciones en estas movilizaciones para neutralizar escaladas de violencia y evitar, al mismo tiempo, que la policía tenga que hacer uso de la fuerza debido al peligro que comportan acciones violentas por parte de una multitud de personas. Esta interacción entre la policía y los manifestantes ha sido analizada en varios estudios recientes y algunas policías modernas europeas (entre ellas la Policía de la Generalitat- Mossos d‘esquadra) están poniendo en práctica estas nuevas aproximaciones para respetar el derecho a manifestarse y expresarse libremente por parte de los ciudadanos y a la vez proteger la integridad física y los bienes durante estas movilizaciones. En este estudio se exponen las más recientes metodologías para conseguir esta reducción en el número de actos violentos.
The policing and management of demonstrations and the management of the crowds is an issue studied by researchers in our neighboring countries and around the world. This interest arises from the mobilizations that have taken place in recent years in different places of the world, mainly in the AngloSaxon and North American areas. Police managers seek new approaches to these mobilizations in order to avoid the escalation of violence and at the same time allowing the police to avoid having to use force because of the very real possibility that it will invoke violent action from (all or) part of the crowd. This interaction between the police and the demonstrators has been analyzed in several recent studies and some modern European (and Western) police organizations amongst them the Catalan Police, are putting into practice these new approaches in order to protect the citizen’s right to demonstrate and express themselves freely but at the same time protect physical integrity and property damage during these demonstrations. In this research there are presented the most recent methodologies to achieve a reduction in the number of violent acts.
