Since the late 1990s, the EU has sought to develop the so-called ‘external dimension’ of cooperation in the area of migration and asylum. This is an attempt to manage migration through cooperation with countries of origin and transit. Beyond the analysis of the EU’s border, immigration and asylum policies, we consider it necessary to examine the technical and operational tools that the EU has to implement these policies efficiently. That is the purpose of this paper.
