The civil service, conceived as a set of legal mechanisms that shape the possibilities of progression or economic improvement and/or public officer’s professional along administrative life, has known many forms throughout history, from its first recognized in the early nineteenth century to its current configuration. Through this study we conducted an analysis of each of the forms that she has adopted the same over the period between 1812 and 1918, in a process marked by numerous political conditions and a general desire to carry out a professionalization of the public that clearly distinguishes their task in the strictly political sphere.
