security has been an ever-present concern in the existence of Man; Everyone, even the most layman, has a notion of what
it is, although there are multiple definitions of security. The most aseptic, the one offered by the dictionary of the Real Academia de la Lengua Española, which defines security as the “quality of insurance” and then defines the word insurance as: “free or exempt from danger, damage or risk”.
One of the dangers that has permanently accompanied human civilization is terrorism, although it did not specifically receive that name until the 19th century. Terrorism is a form of political violence, which uses terror and the population as hostages for its purposes. Its use is as old as the exercise of power. In fact, violence between men was reflected from the beginning of its existence when the Bible narrates the murder of Cain to his brother Abel, leaving for posterity the adjective “lineage of Cain” as a synonym for murderer. Outside of the moralizing reading of the Bible, the truth is that insecurity and crime have always been a concern and events as reprehensible as the attack on human life have been reflected in the chronicles of any time.
