The creation of the Order "Loyalty and Merit" as the last normative provision of Premium Law of the Second Spanish Republic.

The Second Spanish Republic will carry out a series of derogations, modifications and creation ex novo in relation to Civil Orders, in the first years of this, as a logical result of the establishment of the new State regime, as a means of legitimizing power. and break with the monarchical regime. Therefore, one of these channels of legitimation will affect the Prize Law, and the legislative development and granting of these. With this research, the most relevant aspects of the Order "Loyalty and Merit" are analyzed, a civil order that is established in the prelude to the end of the Civil War and after five years since the last order or decoration of a civil nature created for this purpose, and that it will be characterized by its scarce concession and unfinished legal development, since its regulatory implementation will be established, which and given the circumstances will be impossible to carry out. In turn, the Republic in exile will not give continuity to the concession of either the Order that we are going to analyze or the other existing ones, establishing and creating others. It will be remarkable in relation to the granting of said Order that it will be posthumous, as we will have the opportunity to analyze, since the norm for the creation of the Order and the norm for granting said reward have the same decree date and will be published. in the same number of the “Gaceta de la República”.
