The construction of a scientific theory of the Protocol; To decide, to elevate the Protocol to the category of Social Science, within the Communication, it will have to pass through a strict series of phases by means of the scientific method, delimiting the object of the study, once purified of the commercial excrecences that today día la perturburban. The framework from which this transformation takes place must be the University, through research, the publication and the contrast of the data obtained, in the conviction that the process will be wide, that it will require patience and rigor and that there are no arrests. We have studied everything, if the necessary elements are properly planted so that the Protocol becomes a science and not merely an auxiliary technique within the policy of imagining public and private institutions as it is today.
