Abstract

Youth is a stage of transition towards adulthood that implies significant changes for the autonomy and development of the individual in society. At international, European and national level, different instruments have been developed to promote public youth policies. Participation as a condition of citizenship and as a planning principle is an essential aspect
in the design of public policies in democratic societies. This paper focuses on a documentary analysis of participation in the regional youth plans developed in Spain in the period 2018-2023. The main conclusions of the study include the low level of development of youth planning, the presence of participation as a key element in strategic planning, as well
as the incorporation of situations of inequality and vulnerability in the youth population.
