Regímenes de bienestar y política social por otros medios : un marco analítico = Welfare regimes and social policy by other means : an analytical framework

Resumen

The article argues for the convenience of using the notion of welfare regime instead of welfare state, since it encompasses the welfare that is produced by the private actors. It offers concepts and categories, distinctions and dimensions that enable us to better think and talk about the different political-administrative choices we confront. It proposes, besides, the advantages of what is called the “social policy by other means”, which consists on the state backing and strengthening of the private sources of welfare by means of the tools of constriction, encouragement and persuasion, and through the prevention-preservation of certain institutions and practices that are good for the welfare of the nation.

El artículo defiende la conveniencia de utilizar el término de régimen de bienestar frente al de Estado de bienestar, pues integra el bienestar que generan los actores privados. Ofrece conceptos y categorías, distinciones y dimensiones, para pensar y poder hablar con competencia de las diferentes opciones político-administrativas que se nos presentan. Plantea, asimismo, la posibilidad de la que denomina la “política social por otros medios”, que pasa por el respaldo o refuerzo público de las fuentes privadas de bienestar por medio de los instrumentos de la ordenación, el fomento, la persuasión y la prevención-preservación de ciertas instituciones y prácticas buenas para el bienestar de la nación.
