The article carries out a study on the configuration of the legal services contract in the Autonomous City of Melilla, an issue that has presented doubts and questions derived from the institutional position and judgments of different jurisdictional bodies that have dealt with the matter. The author seeks to clarify the appropriate legal nature of these relations between the Administration and external counsel, ascertaining the need to submit to a legally established contracting procedure and analysing the most relevant aspects of this controversial contractual relationship.
