Internal Reputation in Public Institutions: A Case Study of the Provincial Council of Guipúzcoa

This research addresses the commitment of public workers to the institutional purpose of the Provincial Council of Gipuzkoa and examines the compliance with the most relevant talent management indicators for building a solid internal reputation. Using a qualitative approach, we conducted in-depth interviews with members of the government team and middle management to understand their adherence to strategic plans and governance models, specifically the Etorkizuna Eraikiz. The interviews were complemented with a quantitative survey to check the real priorities in the activation of internal reputation. The results show a strong identification with the Institutional Strategic Plan, who recognize its importance for the region ‘s future. However, internal gaps and a resistance to change were identified, factors that hinder the effective implementation of the proposed strategies. These internal gaps manifest in a lack of effective communication and difficulties in implementing cross-functional processes. The research underscores the need for a cultural change that promotes collaboration and transparency, as well as the adoption of technologies that facilitate efficient management. Furthermore, it highlights the importance of professional development and ongoing training to increase the adaptability and commitment of the staff.
