Positive reward sanctions and effective enforcement of protocol rules

The relationship between the notions of law and sanction has given rise to considerable doctrinal debate. Some authors distinguish between a punitive or repressive form that is activated when a legal rule is breached (negative sanctions), and a rewarding or gratifying form (positive sanctions) linked to the merits and virtuous or beneficial conduct for society, such as titles of nobility, decorations, and other honorary recognitions. The negative sanction is aimed at repairing the damage, the positive sanction at stimulating citizens to increase socially valuable behaviour. The main difference between the two is the coercive or non-coercive nature of the sanction. The legal is not limited to written rules and includes social customs in the field of ceremonial and protocol.
