Anatomy of some independentist governments

Abstract

Since 2010, Catalan nationalist parties have made a marked and accelerated political and institutional commitment to the independence of Catalonia. The phenomenon has been the subject of different general analyses and especially about evolution of partidists paths of Convergència i Unió and Esquerra Republicana de Catalunya. In this article, however, we wish to focus on the evolution of the characteristics, impulse action and composition of the Catalan autonomous government in the years between 2010 and 2017. The reason for this approach has to do with two compelling reasons. The first has to do with the enormous burden of declaration, of narrative that the governments of the Generalitat de Catalunya have developed: analysing the main features of their institutional actions helps to clear the horizon and to capture more specifically the elements of continuity or rupture over time. The second has to do with trying to reconstruct - below the conditions of “exceptionality” always mentioned - the relations of force between the different nationalist parties that have integrated into the government, as well as the most significant dynamics of the emergence of a new political ruling class.
