Abstract

Since the creation of the Office of Planning and Evaluation (OPE) over 25 years ago, development cooperation has been one of the most evaluated public policies in Spain. However, although there has been some significant evolution, the consolidation of a consistent system of evaluation, with a stable structure and sufficient and seated work dynamics, has been constrained by several factors. This paper seeks to provide a synthesis of the last quarter century to visualize both progress and some of the shortcomings and structural constraints, with the aim of better understanding the processes that have led to the present situation in order to improve current practice
