In January 1989, the Spanish Communist Party (PCE) held the National Conference on Europe to address its stance on European integration. The lack of internal debate in decisions favoring Spain’s entry into the European Economic Community and the Single European Act was criticized during the conference. The conference resulted in a document reflecting the consistent position of the PCE on European integration, emphasizing the need to involve workers and progressive forces in European construction. It proposed numerous structural reforms for the European Economic Community. The electoral campaign for the 1989 European elections highlighted criticism of the lack of social progress in the EEC and advocated for a more economically and socially cohesive Europe. The Maastricht Summit would soon after trigger intense debates, coupled with internal discussions about the dissolution of the PCE and the shock generated by the dissolution of the USSR and the end of the Cold War, thereby dividing the membership. Neoliberal orientation and the democratic deficit in European construction were criticized. As the vote approached, there was a divergence of opinions within IU and PCE regarding the ratification of the Maastricht Treaty.
